زندگی امروز مدام در حال تغییر و تحول است و به تبع آن انسان شهرنشین نیز روابط و شكل زندگیش تغییر كرده است. انسان جامعه امروز قبل از آن كه در جهان تكنولوژی قرار بگیرد نیازهای ساده ای داشت و یكی از نیازهای ساده او، تهیه مسكن بود. مكانی كه به نظر معماران جایی برای زندگی و در نزدیكی محل كار او قرار داشت و این مكان اهمیت بسیار یافته بود. اما با ورود تكنولوژی و صنعت و رشد شهر نشینی در جهان امروز، نیازهای انسان نیز پیچیده شده اند.
شهر نشینی پدیده تازه ای نیست اما با پیچیدگی دنیای مدرن، شهرنشینی نیز به شبكه ای از هزارتوهای پیچیده ای تبدیل شده است كه روز به روز بر گستردگی و پیچیدگی آن افزوده می شود. از این روست كه معمار بزرگی مثل «لوكوربوزیه» از خانه امروزی چنین تعبیری دارد: «ماشینی برای زندگی» چرا كه در زندگی شهرنشینی و در جهانی صنعتی، ماشین به استعاره انسان مدرن و شهرنشین تبدیل شده است . انسانی كه نبض زندگیش را بر اساس نظامِ ماشینِ زندگی شهری تنظیم می كند و شتاب و سرعت و مهم تر از همه اینها زمان برجستگی و اهمیتی صد چندان یافته است. انگار رؤیای نقاشان فوتوریست به واقعیت تبدیل شده باشد.

بسیاری از این پانسیون ها تحت عنوان اینکه از سازمان گردشگری و اتحادیه هتلداری ، زیر نظر اماکن تهران بزرگ مجوز گرفتهاند مشغول فعالیت هستند. این در حالی است که ودیعه ها و اجاره هایی سنگین بابت تبلیغات فول امکانات و محیطی مناسب و صمیمی از ساکنین آنجا می گیرند. اتاقهای این پانسیون ها دو تختی یاچهار و گاهی شش تختی است. گاهی در بعضی از طبقات اتاقهای ده تختی نیز وجود دارد. مبلغ ماهیانه در نقاط مختلف شهر متنوع است. مثلاً پانسیونی در میرداماد با ودیعه 195 هزار تومان و ماهیانه 149 هزار تومان خدمات خود را ارائه می دهد و در جایی مانند خیابان جمال زاده و خیابان توحید قیمت ها از 75 هزار تومان تا 120 هزار تومان در نوسان است و گاهی بعضی از این پانسیون ها ودیعه نمی گیرند و بر مبلغ ورودی می افزایند.چنین قراردادی می تواند در نبود نظارت مناسب راه را بر سوءاستفاده كسانی باز بگذارد.
موقتی بودن می تواند شكل خاصی از رابطه و زندگی را تعریف كند. رابطه های موقتی كه به دوستی و روابط اجتماعی مداومی نمی انجامد و بسیار گسسته است و از سوی دیگر در این مكان ها آدمها فقط از كنار یكدیگر می گذرند و روابط شان بسط نمی یابد و كم كم به رابطه ای انتزاعی می انجامد. این رابطه انتزاعی محصول شرایط و نوع زندگی ساكنان این پانسیون هاست
اكنون این مكان ها به محل زندگی موقتی دانشجویان و كارمندان و كارآموزان تبدیل شده است. از این رو همین موقتی بودن می تواند شكل خاصی از رابطه و زندگی را تعریف كند. رابطه های موقتی كه به دوستی و روابط اجتماعی مداومی نمی انجامد و بسیار گسسته است و از سوی دیگر در این مكان ها آدمها فقط از كنار یكدیگر می گذرند و روابط شان بسط نمی یابد و كم كم به رابطه ای انتزاعی می انجامد. این رابطه انتزاعی محصول شرایط و نوع زندگی ساكنان این پانسیون هاست و خواه ناخواه این از تبعات زندگی شهرنشینی و مدرن امروزی است. این نوع نگاه پولمحور سبب شده که ناهنجاریهای رفتاری و اخلاقی در اینگونه مکان ها رو به افزایش باشد.
در اكثر این پانسیون ها فرد ساكن نمی تواند میهمان دعوت كند و در صورت ورود میهمان، فرد تازه وارد باید شبی 5 یا 6 هزار تومان در قبال اقامتش بپردازد كه در صورت طولانی شدن سكونتش، مبلغ پرداخت او در هر ماه بیشتر از فرد ساكن خواهد بود. این پانسیون ها فقط می توانند سرویس خواب به مشتریهای خود بپردازند. از این رو فرد ساكن می تواند از طریق استفاده از آشپزخانه پانسیون برای وعده های غذایی خود برنامه ریزی كند. به دلیل شاغل بودن تمام ساكنین بیشتر روزها پانسیون خالی از سكنه است.
در هر اتاقی یك دستگاه تلویزیون و یخچال وجود دارد و در بعضی از این مكان ها با ارائه خدمات بیشتر مبلغ بیشتری از فرد مراجعه كننده گرفته می شود. همچنین بسیاری از این پانسیون ها برای کنترل ساکنین اقدام به نصب دوربین های مدار بسته در داخل ساختمان کردهاند. این اقدام علاوه بر اینکه نقض آشکار حریم خصوصی افراد ساکن محسوب می شود، با توجه به سوء استفاده های آنچنانی از نوارهای اینگونه دوربین های موسسات خصوصی، سبب نگرانی ساکنین این مکانها به خصوص بانوان نیز شده است.
از سوی دیگر علی رغم اینکه این پانسیونها تحت عنوان دانشجویی و کارمندی اجاره داده می شوند، از دختران دبیرستانی تا زنان پنجاه ساله هم در اینگونه مکان ها مشاهده می شوند، یعنی بسیاری از افراد دیگر-که هرچه باشند دانشجو نیستند- نیز به دلیل عدم نظارت صحیح تحت عنوان دانشجو در این پانسیون ها سکونت دارند.
بنا به گفته های ساکنین این اماکن، به دلیل عدم نظارت صحیح بر نحوه واگذاری و افراد ساکن در اینگونه اماکن، درگیرهای بسیار و برخی موارد اخلاقی همه روزه به وقوع میپیوندد و حتی در بسیاری از موارد کار به حضور پلیس هم می کشد. از جمله مواردی که یکی از ساکنین یک پانسیون خصوصی مطرح کرد، این بود که سقف یکی از اتاق های پانسیون فوق الذکر در ساعت چهار نصف شب فرو ریخته و بطور کاملاً اتفاقی، کسی که معمولا در طبقه بالای تخت می خوابیده، آن شب حضور نداشته و در واقع از مرگ نجات پیدا کرده است. این حادثه هراس زیادی را بین ساکنین ایجاد کرده است. این در حالی است که این مکان ها معمولاً ظرفیت محدودی دارند و اغلب به دلیل درآمدزایی بیشتر، بیش از اندازه و اضافه بر ظرفیت واگذار می شوند. در مورد خاص ذکر شده، جالب این است که در پی شکایت ساکنین، مدیریت پانسیون فرد شاکی را بدون باز پس دادن ودیعه بیرون کرده است.
باید یادآوری كرد كه این پانسیون ها برای یك پژوهش جامعه شناسانه مورد بسیار مفیدی است تا از این طریق بتوان زندگی نسل جوان امروز را رصد كرد و بر اساس داده های علمی بتوان برای نیازهای آنان راهكارهایی اجتماعی یافت.
با این وجود پانسیون، یكی از راه های غلبه بر مشكل مسكن جوانان است و بیشتر ساكنان این پانسیون ها را دانشجویانی تشكیل می دهند، اما باید تاكید كرد كه بسیاری از کسانی که در این مکانها ساکن هستند، علی رغم اینکه هزینه های گزافی را جهت اجاره بها می پردازند، می گویند که مجبور به زندگی در چنین جاهایی هستند. ضمن اینکه دانشجویان ساکن بدون اینکه امیدی به آینده کاری داشته باشند با شهریه های سنگین دانشگاه و هزینه های مادی و روحی به زندگی روزمره خود در این پانسیون ها به ناچار ادامه می دهند. این امر می تواند تاكیدی برای مسئولان باشد تا برای دانشجویانی كه هیچگونه منبع شغلی مستقل ندارند ، بتوانند كمكی به آنها كنند. چرا كه دانشجوی مورد نظر در صورت كار كردن در بیرون و هزینه های سنگین دیگر ممكن است با رشد بی رویه این هزینه، نتواند به درسهایش برسد. از این رو شاید افت تحصیلی و كاهش كیفیت آموزشی بخشی از این دانشجویان را بتوان با این مسئله گره زد.
حال سوال اساسی این است که سازمان هایی که چنین مجوزهایی را صادر می کنند تا چه حد بر نحوه اداره و مبالغ دریافتی این اماکن، نظارت دارند و آیا کسانی که مجوز چنین فعالیت هایی می گیرند صلاحیت مسئولیت چنین مکان هایی را دارند یا اینکه تنها دکانی درآمد زا را باز کرده اند!
